T_wc = 35.74 + 0.6215·T − 35.75·V^0.16 + 0.4275·T·V^0.16 (T in °F, V in mph). Defined for T ≤ 50°F and V > 3 mph. Frostbite-time bands: 30 min down to about −18°F, 10 min from −19 to −34°F, 5 min at −35°F and colder.
